Q: can this be used when dying eyelashes?

Dying your eyelashes is extremely dangerous and could cause blindness. Please don't take the chance.

Q: can this be used with purple semi perm hair dye over white hair. I like the lavender color or purple and my hair is naturally white.

This product gave my white hair a gold tone, which is what I wanted. Yellow/gold cancels purple/lavender. It will neutralize the lavender color you like.

I don't know. My box is black and white

Q: Can it be used with semi permeant colour?

I wouldn't do it. Semi-Permanent colour is a whole different ballgame. I doubt that it would improve the color dispersal. The combo of the chemicals might be corrosive, too. This stuff is mostly ammonia. May I ask why you would want to use semi-permanent colour?
