Q: What would I use to keep the charcoals from smearing?

If you have finished your picture you will need to spray it with a fixative. If you are drawing and trying to prevent smearing you can place a piece of paper over the area you are not working on or get vinyl sleeves.

Q: I really want to incorporate the white charcoal into my art. Do I need to use the gray or tan tinted paper? Any recommendation?

I have used the white charcoal on white paper. It mixes with the black for some good effects. I was putting snow on tree branches. Of course you could use it on darker paper, but you don't have to.
