Does it suppose to include fork padding as on mounting instructions and bill of materials?

I think they used to include it and now sell it as an extra. They even went as far as blocking it out of the instruction manual with a piece of tape when they don’t include it. Feels like a cheap corner to cut for a bag this expensive.

Besides the price, whats the difference on this Pro version against the regular Evoc bag?
