Q: I need this for in my house to listen to local stations live in real time cause on phone with apps their is a delay is this good for FM inside?

This works well inside the house with clear real-time reception of local stations.

Q: Can this radio be left out in the rain?

As with any electronics I would not leave in the direct rain I do keep mine outside all the time but it doesn’t get wet

It does not have an alarm nor a clock. Only FM/AM radio, with manual dial for tuning and volume. Basic radio that picks up many stations.
