Q: Does it comes with the dome?

Mine did not come with a dome (it was new and in the box and clearly never did include a dome).

Q: Can you use different cheeses on this board or only the cheese it's sold with?

There is a steel piece (that the cutter attaches to) in the center of the board that goes through the cheese that is removable. So, you could use a different cheese if you don't use the center piece and cutter. If you wanted to cut cheese with the cutter then I imagine that you would need to find a cheese with a similar hard texture in order to cut the cheese.Perhaps, parmesan might work. You essentially pierce the cheese onto the steel piece and then attach the cutter which twirls around the steel piece.

Q: Will this work on American cheeses like blocks of chedder? Or some other softer European cheeses? Lots of cheese in my house, just much Gouda.

It will only work with firm cheeses. Whole Foods suggested a could of others which did work but the names of them escape me. Any local cheese store (Frommaggio in my area) can help you.

Q: Would this work for shaving a 3 lb block of firm parmesan? Thanks!

I have not tried Parmesan but suspect it may not be moist enough.
