Can kids younger than 14 play this?

Yes definitely, i’ve played with kids around 13-14 years and they are able to grasp the icons meaning. Might start slow but definitely can be done. Its not text heavy, everything are in icons and its very intuitive.

Does the game scale well for 2 people? If not, what number is the sweet spot?

It’s a great 2-player game. I would say 2 is the sweet spot. BGG actually lists it as best played with 2.
