It can use bluetooth or WiFi between the device and a phone. No Internet (WiFi) oe data is needed or required. Device establishes it's own private WiFi connection.

Will this 360 camera produce 360 degree videos that work with an oculus rift vr headset? as good as 2017 gear 360?

It produces 360 vid but, poor resolution, I think. The stitching was noticeable. In addition, Ricoh's software didn't work with that model. A very bad experience. I wouldn't recommend anything costing less than 800. Review YouTube samples carefully before selecting a model.

Does this camera support gpx/gps and compass?

Don’t waste your money on this product. Horrible. Go for Insta360 X2.
