Q: How big are the hooks (horizontally)?

The u-shape is 7.5 and 11 to first step from top. The u-shape opening is 10.5. Hope that helps.

Q: Will this ladder work on a 21 Xpress bass boat ?

It fits most boats. The hooks are 10.5" wide and 7.5" tall with 12.5" between the two hooks. Hope that helps!

Q: Would this work on a rubber inflatable boat?

The hooks are not very wide. It works on my boat but it’s tight. I have bolsters that run along inside edge of the boat and it hard getting the ladder to hook over them.
