Q: is this safe if dog rips toy and gets to crinkle material?

It is plastic paper so it will not be “digested” if eaten by your dog.

Q: can the crinkle be sewn in or do it just get placed inside the toy?

I have only wadded the crinkle film and stuffed inside the toy. It has held up well through several washes at this time. It works great. I have not sewn it in.
