Not at all. I routinely use this to support 50 pounds of liquid in a carboy. Quite sturdy.

Can the jack be raised from minimum height when loaded?

It depends on the weight of course. I can tell you the answer is no if its 50 lbs. Maybe 10 or twenty might work.

Why is there a threaded hole on the front-right top of the platform?

This jack is for use in a chemistry lab for example. A support rod is attached via this threaded hole onto which other items are attached like a holder for a flask, distillation condenser, etc., various support items.
