Q: Does this work on plastic miniatures (DnD, Warhammer minis)?

It would depend what you mix it with. It isn't paint. They are powders that you mix with a base, resin, wax, etc

The colors are mineral, therefore you can mix the colors in different types of ingredients. Ii mxed some in lindseed oil for resurfacing my outdoor bird feeders, and i mixed some in water for a waterbased stain, and some in epoxy for some wooden bowl filler. It is great and the colors are so pretty.

Q: Can this be mixed with just water to stain basswood?

As far as I know, you can mix with stain to achieve an effect. Water and mica powder will eventually be washed away.
