I ordered a 9-10 for a 9 year old of small-average height and build and it fit her perfectly. I think you'd be safer to go for a 9-10 for an 8 year old as it wasn't a particularly roomy costume - the 7-8 could possibly come up too small. The belt is good as it can bring in any looseness around the waist with that and you can always pin it. Hope that helps!

Depends on her build our 8 year old is quite petite. The 7- 8 is fine but if she is tall maybe the larger size would be better.
