Big enough but not too big to use to raise seeds indoors in winter, now growing more outside

No drainage hole, it's totally useless
Why is this product even listed as propagator? There is no drainage hole at the bottom which makes it totally useless for the purpose. I've tried it to germinate various seed in this but not a single sprout came out. Why is this product even being sold? Am I'm missing something?
