Does it work without cord being plugged in?

Yes ! The plug is a usb port that is used to charge it.

Lost the manual. Is there one I can download? Also, after pushing the 2 or 5 minute button and closing the top, nothing seems to happen - ???

You can see if there is a Utube for the contact cleaner. Make sure the machine is fully charged; if the machine is fully charged, checked the cord to make sure its seated into the machine. If the cord is damaged that goes into the machine it machine will not charge. This may be the issue.

If the inside is metal does it rust? Also how does it not scratch the lenses? Warranty?

It's 316 stainless steel, metal does not rust. Lens only wave in the liquid, there is no part can scratch it in machine.
