Q: Can you use one bracket to hold two bikes with the strap? Does this hanger also get the bike nearly flush with the ceiling?

Check the weight limits. I don’t remember what it is. The strap may not be big enough to tie two bikes. I bought two of those for our two bikes. I also bought two flag pole rope cleats to secure them well even though the mechanism it comes with looks good. My bikes are over my car so need to make 100% sure they don’t fall.

Mine has Stainless steel hardware, don't see any plastic clips.

Q: Does this work for a 8ft garage ceiling? Tired of lifting heavy beach bikes onto hooks..

The answer is yes but you would not have much clearance to walk underneath. One of the cheaper vertical wall systems might be better for you
