Will this work if one side of the floor is carpet and the other side is hardwood?

Yes. We used on a door where one side is plush carpet and the other side is hardwood. Works great without any problems.

does this stop smells?

That really depends on the smell and how tight of a seal the other parts of the door are. This only blocks air/smells from the bottom of the door, but that doesn’t mean smells can’t enter from the top or sides.

What does 1.9” mean? Is it 1 3/4 inches or it is just slightly below 2”?

Do not know where you get 1.9”. Size is 1.6” ( approx 1 1/2” diameter of sponge insert) by 34” (long for wide this of door). Fits my door perfectly.
