What would be the best way to put this on a belt

HSGI makes a taco mag specifically for a belt without molle. If you have a battle belt with molle then get the pouch that is molle compatible.

I want to add these to a discreet sbr shtf bag and was wondering how quickly they can be attached to a duty belt?

They are designed to be attached to molle webbing and they attach to that like normal molle gear. When I think duty belt, I think a Sam Browne style and these aren't designed for that.

Will these hold any m4/ar15 mags

Sure. This are great for m4/ar15 mags. Just adjust the tight and mags won't fall off
