No. Mine weren't drilled. But there are indentions where the holes need to be drilled.

It's just black plastic, no paint. I sprayed mine with mat black plasti dip. It looks great.

Is the 2011 camaro 2ss low enough that if i attach a chin spoiler will it be scraping againt an average speed bump in a parking lot?

No it wont. I have it on mine and its lowered an inch. No problems with average speed bumps, just the big ones. I do however scrape in a lot of places.
