Weird shenanigans

So go got this device thinking it’s brand new and getting it out of the box I don’t see anything that would state otherwise. I turn it on and there is an account already on it set as administrator I go to log in and I can’t because account is locked. Then I call Pacino support and they say the device was bought in may and activated. So I think to my self il just factory reset it so I go and buy a usb stick to do so and after I come back I see it is no longer locked and some one is remotely controlling the device.Update: this was bought as a 512gb device then they replaced the hard drive to a 1tb one.
