Q: How wide is the bag? My husband needs to carry a 22" ruler.

Its 16.4" wide it says in the description it's not the biggest bag but he can attach the ruler to many spots on the outside of the bag top & sides. Well worth it for the price because the quality is great if he's a fishing lunatic like myself he'll love it trust me.

Q: Will it fit a Plano 3700 case?

I am sorry but I can't answer that question, since I returned the item. I was trying to mount it on the back of a kayak seat, it wasn't suitable for that.
