Q: Regarding length. The add says its 1-5/8" long. That the whole bolt length or just the length of the threaded shoulder?

There is washer that Gibraltar puts on that tension rod. So from the end of the washer to beginning of the bolt is 1-5/8” (the head and washer are not included in that 1-5/8” length). Hope I explained that correctly.

Q: Will these fit a 16 inch floor tom?

Yes to most standard brands of drums. Do not recommend for ddrum specifically

Q: does it work in a pearl export series floor tom?

It is a standard thread that I know will fit Yamaha and Ludwig drum and it works on an old Fibes set I own. So it should work with Pearl as long as it is the right length.
