Is this a zip up jacket

No, it's a smock type top. Has a neck zip to top of the chest. And a large map type pocket across the tummy. You CAN get full zipped jacket by the same brand. I have one too and can recomend both.

Are the sleeves fleece lined?

Mine has a nylon lining over some sort of insulating material. This keeps it warm without snagging shirt/jumper sleeves.

How waterproof is this? Are the seams sealed?

No they are not sealed or taped showerproof only you could try tec proofing from outdoors shop

Is this top packable to a small size?

It will wrap up it's light enough thin enough, warm keeps wind out but only good for light rain short periods, not exactly a small bundle but not large either, size packed down is of a good thick jumper I suppose, hope this helps ...bye
