No but the kids feel like it is. It has a lot of similar type apps and functions but no cell. My grandkids use it for music games and camera

Yes there is but I'm not sure if you can turn the volume down enough for young ears.

Can you change the memory card?

I think I read in the instructions not to touch the memory card because everything is programmed into it
