Q: Can this file be used to fine sand baseboards once a coping cut has been done?

They can indeed, although I would suggest becoming familiar with them first, since these tools will remove a lot of material very quickly. If your coped piece only needs to be "tuned" a little, then medium grit sandpaper or a round file might be better.

Q: does this cut hickory easily? I have a lot of wood to remove.

I wouldn't say it cuts at all so much as heavily files. If you have a LOT of wood to remove, I'd look into a spoke shave, draw knife, or rasp saw. That said, I own this set and they are wonderful for rough shaping maple (which is almost as hard as hickory).

Q: Are these made in China?

I have not used mine in a few months. I am sure they are marked China. But as long as you use them on softer woods, they should last a while.

On the push stroke as the good ones.
