I don’t know exactly but from my daughter was 6 months till now she is 20 months and still can wears them

Q: Will these fit my 14 mo old?

I don't think so. They were very snug around my 3 month old. My only complaint.

Q: Is the Velcro scratchy?

The Velcro isn’t the new no-scratch kind, but it is better than the super-old Velcro. It stays attached well so hasn’t been an issue for us.
