Q: Does monitor pivot 90 degrees to display in either horizontal or portrait?

No. It only slides up and down to adjust the height of the monitor

Q: How do you get 60Hz in this monitor? Some of the reviews are saying that it's only 30Hz

They are wrong. It is 60hz out of the box. I’ve got two montiors. Well one LG CX tv/monitor and this monitor. The only problem I have is that it automatically picks the Taijuan language and it’s hard to switch it to something else because it’s in that language and it doesn’t tell you what buttons change things so I can’t adjust my brightness.
