Q: What age can this be used from?

Well, I know it was recommended to me when my son was small, about 6. But I think you need to be careful if your child has very sensitive skin. My boy is often irritated by any perfumed products and this contains essential oils. It did irritate his skin & give him a rash so we couldn't carry on using it. We have tried lots of things. The best we have used are Lyonsleaf or La Roche Possay Lipikar range. Anything that has no fragrance

Q: Is it good for heat rash?

I think it would help for just about any type of rash. My daughter gets red patches on her cheeks, which are probably due to heat, and it seems to work well for her.

Q: Can you use this around the eyes?

I would think as long as you don't get it actually in the eyes it would be ok. I would be quite confident using it as an under eye cream, for example.
