Can you apply to dry hair?

I suppose you could but clean damp hair stretches the product and allows more even distribution. I have long hair and I would need double the product if I used it on dry hair.

Does this include the developer?

No. It's semi-permanent hair dye so it doesn't need one.

Does this completely wash out ?
