Hello, looking at my pictures, I didn't build all the way up, likely only up to only 6 ft and I have about 11 rows of balloons on there. I'll estimate about 50-60 balloons if you build all the way up to 7 feet, and that's with blowing the balloons up to around 8-10 inches in diameter. Dollar Store balloons works great and just fine. Hope that helps.

Q: Are they surdy enough to attach a lightweight dawl to hang a party backdrop?

Should be as long as it is lightweight and you have the water bags filled. They are very durable.

Q: What are the dimensions of the plastic base and water bag?

I believe mine are about 12 inches by 12 inches. I was skeptical but they work great.
