It only removes top layer of the blackheads.

Use soap and water with a scrub brush. Then soak in barbicide for 10 mins and then rinse and put in a UV sterilizer. Store in a covered container.

can it be used for someone with rosacea?

I would Not recommend using on someone with Rosacea. This is a mechanical exfoliant witch takes top layer of skin.
