what is the maximum weight this can withstand carrying?

Will it lock with a padlock?

Yes. There is a small tab to the right hand side of the clasp which will enable a padlock to hold the case secure. Just be aware that a determined person could prise up the other corner and gain access to the contents if they really wanted to.
