It is brilliant. I use it for my diamond dot art, for tracing sewing patterns and also for making sure the lines on a template were correct. So yes is the answer

Is a4 size the same as b3?

No. A4 is approx 8.5 in. x 11 in. whereas B3 is about 13.9 in. x 19.7 in.
