Q: Will this fit a 2019 Honda Rebel?

This is a very small bag. I have it on the side seat of my Honda Navi. On my rebel I have a tail bag. I guess you could attatch to side of seat. But doesn't hold much.

Q: will this fit a harley davidson 48?

I would say no unless you have changed your bars. This bag is mainly a Tbar style bag. I have tbars with 12"risers and it fits on the tank side with clearance and on the windscreen side I would need to use different straps then the ones that they come with in order to account for wiring. If your bars are low to the tank I don't see how you could mount this on either side unless you did so in some out of the unintended way.

Q: Is bag water proof or resident??

The outer material of the bag is oxford cloth, which is not waterproof. The lining is a little waterproof.

Q: Is Velcro the only thing holding the bag to the bike? If yes how reliable is it?

There are 2 clips on the upper part and the others are velcro straps. I’ve had it for 3 months and it hasn’t budged. But i put this bag behind my forks so the bag is facing me when i ride
