In earthbag building, what are the finished dimensions of a "filled and tamped" poly earthbag?

I don't know the answer to that but keep in mind that these poly bags are NOT UV proof and will turn to dust if left exposed to UV for 6 months as I unfortunately found out.One of these bags filled and tamped will also weigh a good 90+ lbs so a smaller UV proof version would be a better idea in my opinion.

This empty sand bag 18" x 30", cant resist 100 pounds inside?

Taking that concrete weighs approximately 150lbs/cu ft and the bags, according to their dimensions would give you a total of 9.375 cu ft, it seems you could put 100 lbs in of something. Not sure how much area you lose when you tie the end up. Also, not sure the bag would hold up well if it were moved often or roughly with that amount of weight in it.

Can you Heat seal these bags?

I've not tried it. They are polypropylene (plastic) so they will melt at some temp. If you do, you are going to have a time getting them open. Has tie-off string attached and material is not as porous as burlap, but i wouldn't say they "seal". I put wet sand in some and it eventually dried out.

Why have these bags risen 27% in price? What justifies that cost increase?

Prices have skyrocketed due to the Ukraine war and inflation. The war has caused shipping rates to skyrocket as the cost of fuel has increased dramatically. In addition, the raw material of plastic is made from oil and with oil prices rising by the day, the cost for us to manufacturer the bags have also skyrocketed. Lastly, inflation.
