Power button light is not glowing is that normal?

Then you might not be having a compatible Dell laptop, Dell has proprietary led and power button protocol over type c so those may work depending on the laptop but otherwise excluding power delivery cap of 90W for non Dell laptops it's basically an universal dock for thunderbolt devices.
