Q: Mine is getting dried out. Is there any way to moisten it back to its original soft gel-like state?

Do you keep yours in the freezer? I would contact the maker and ask them that question. But before I would try to soak it in cold water and see if that helps. Because I don't know what the product is inside the mask, I can't say for sure how to refresh it.

Q: Does the gel cover the top of the head? Most of these caps don't, and that is one of my problem areas.

Not really, this is adjustable so it could cover the top of the head, otherwise I would choose a different design.

Q: I accidentally left mine in a cooler with melted ice and it has now expanded. Is it still salvageable or does it need to be thrown out?

I would allow it to dry out and then refreeze. Maybe this could help since the item is a form of slight spandex and neoprene.
