Just a curious question ... why can this product NOT be used for other large animals such as a large dog breed?

I would think you could. The concerns I would have is if they licked at it (a reason I would not use on cats) it gets in their eyes, or makes contact with their skin. Our horses hair is so thick, it really stays on the surface, and doesn't irritate the skin. The premixed Repel-X Spray Insecticide & Repellant lists dogs as okay.

does this have to be applied to the animal or can i just spray it on the cement / yard to detur the flys from my dog?

Spay it on your dog, it's not going to hurt him or her. Obviously keep it out of their eyes not that it's that toxic. There's different levels of mix for just flys and knat or also ticks. Don't want ticks on your dogs! It has to be mixed with water and put in a sprayer bottle. Read the instructions. But It's a waste to spray it on concrete or yard unless your trying to keep flys off the concrete! There probably is something you could spray on the yard and ground from the hardware store but you really don't want toxic pesticides on the ground where they could consume it.
