These are true to children's sizes, so the small should work.

Q: Are these sized for little kids or teenagers? My child wears a women's size 5. Would these fit her?

I bought these in a small for my 5 year old granddaughter who wore a size 12 shoe. They were a little big but I bought her a pair of skaters socks to wear.

Q: Are these girls (lake placid) hollow ground so you can't touch them up (uh, sharpen them)?

No they are solid and can be sharpened.
