Q: can I set the unit to run the fan only at set time intervals?

You can have the fan run three different ways: -AUTO (in sync with a call for COOL or HEAT) -Always ON -ON for x minutes per hour (circulate function)

Q: What happens if the thermostat can't access the internet?

Ecobee remote internet access is available whenever I need it most of the time. Rarely I have a problem and when I do I can usually remote access the thermostat an hour later. I have had Ecobee 3 thermostats now for over 3 years. I like Ecobee better than Nest because Ecobee shows the actual temp in big numbers. Nest only shows the the target temp in big numbers. My AC is not connected to the Ecobee so showing the actual temp in summer is most important when heat is turned off.

Q: Can the thermostat set a high temp = turn a/c on, and a low temp = turn heat on?

Yes but the difference between heating and cooling will auto set with a minimum 5 degree difference. 5 degrees is quite a bit so I really don't use it much. You can't just set it to 70 and have it hold that temp and if I had to guess, it's due to the fact that heating and cooling use the same ducts and constantly switching from hot to cold will cause condensation and really isn't efficient at all. Really, the only time you'd use this feature is during fall and spring when the temperature outside can vary. Generally, mine is either set to heat or cool depending on the season. That being said, if you're ok with a 5 degree swing either way then it works well :-).

Min Cycle Off Time: Enables you to configure the compressor off time between cycles. This is adjustable from 240 - 900 Seconds
