I wear 7 and 7/8 hat. That is what I ordered and that is what I got. Their sizes are right on as far as I can tell and not under sized like some I have gotten. I hope this helps you.

These hats are definitely supposed to come with a feather as shown; all of mine did. I would try to contact the seller directly and see if they won't send you one.
