It is water resistance, I would not recommend submerging it, I have used it when it was raining with no problems.

Q: Does this tester work on a buried dog fence?

We do not recommend this for a buried dog fence.

Q: Will this tester work on solar powered livestock fence?

This tester will measures voltage and amps levels on any metal, wire or poly fence line.

Q: Will this work with a 15 joule box ?

I'm sorry I don't know the answer to that, I only used it with the Zereba box. It is a little metal hook on it that you place on the wire and push a button. It shows voltage up 9000 volts. It also detects when the wire is grounded and has a directional arrow to help track the ground (this is what is useful for me).
