Q: Is this the same cowl that comes with the full costume? I'm curious because of the difference in prices between the full costume and the cowl.

no this cowl is separate. the one that comes with the costume is flimsy.

Q: Is this made out of latex?

These are the materials listed on the box: "Consisting of plastic stiffeners, polyethylene foam and ABS resin. Outer fabric: 100% nylon and 100% polyester. Inner fabric: 100% polyester. Cushion consisting of polyethylene foam. Fabric: 100% polyester. Surface washable only." I'm not sure if there are traces of latex in any of those materials, but the box doesn't list "latex" anywhere. I would check with the manufacturer - Mattel (www.mattelShop.com) Hope that helps!

It can be worn as a cowl. There's an adapter included in cars your head size is smaller than the cowl. The display box is very attractive too!
