We bought this for our 9 year old son for Christmas. His 13 year old sister also LOVES it and is going to buy one with her babysitting money. Max weight is 220 lbs, so I really don't think there is an age cap on the scooter. I wouldn't recommend it for a child without the coordination to balance (your call on the age).

That's precisely the reason I'm looking at this item. Not sure about the illegal in 47/50 comment, but this appears to be a good fit for mushing. From experience, I've found that a good set of brakes and large enough tires are all you need for a mushing set. Also, the smaller the scooter the easier it is to navigate if your pooch gets distracted by trail-side prey.
