Came in a box- previous reviews said it came in a bag. Yes it was a little smaller than I'd thought originally but honestly it's perfect for my teething 5 month old. He hasn't stacked them yet as he's not quite sitting but very interested and can't keep his slobber off them!Not cheap like the plastic ones. He's happy with it. I'm happy with it.
