How does 1"x2" advertised product become 0.62"x0.31" when delivered?

If lego is a tile piece or a plate, a 1x2 would be 1 lego unit wide and 2 lego units long. A lego block 1x2 would be 1 lego unit wide and 2 lego units tall. Looking at the dark grey piece that I see, that is a 1x2 tile, used usually to trim out, or make pavements patterned side walks, floors etc. I have never measured them in inches or cm. Hope this helps.
