Is the size referred to above for the wood base or the glass bowl or both?

It's the glass bowl, as each is unique the size you might receive will be different. The one I got is approximately 3 &1/2 inches diameter at the top, open end. At the widest point (half way down) it's 6 inches. Hope that helps.

Can I put a tea light candle in the glass?

As the glass bowl, when in a semi molten state, is pressed into the wood I would say that the base of the bowl wouldn't be flat enough for a tea light. However each of these products are unique so some might have a flatter base. Another option would be to part fill the bowl with glass beads or other fire proof medium (like sand) to create a flat surface to pop a tea light on.

Can you use the glass to drink from - a small whisky perhaps

No you cannot use it as a glass. It is purely ornamental.
