mine did not. and turns out the "built" brand holds ice better as well

Q: Will a regular straw fit into the lid?

It will fit but it will be too short to reach the bottom. You would need long straws (Like 10 inches I think)

Q: Can you put carbonated beverages in this tumbler?

You can put carbonated beverages in the tumbler but you can possibly have the same problem you would with other tumblers such as the drink coming up through the straw when sitting or the drink overflowing. We use them for sparking water and they work great as long as the carbonation has a chance to escape.
