Is the bottom side mirror too?

Yes, the inside bottom is also mirror.

Is the opening 10" x 4", or are those the outside dimensions? I have a lucky bamboo that measures 8" x 4" and would like to know if it would fit.

those are the outside dimensions - the glass is quite thick so you end up with a width of only about 3 1/4". mine has an inner length of just about 11". this is a really neat quality heavy piece so adaptable to presentation.
