Um depending on the adult cloth diaper. I would use 2 per adult diaper. It depends on how long the side straps are on the diaper

My baby fiddles with his disposable diaper straps and can open them. Can these be opened easily by a curious baby?

Not particularly easily. They will usually be covered by a snapped or Velcro cover. When we have tummy time or play time we have our babies without a cover and they are supervised. They have never been interested but I suspect it may be because We are doing something more intereatinf
