Since I would be cleaning carbon wheels, is there an issue with the braking surface and brake pads to worry about?

You can clean around the inner part of the wheel avoiding the brake track. The polish can make it very sleek!

What are the ingredients? Does it contain any solvents or toxic ingredients?

Good question. I never thought of that! I just know that it works great on my matte carbon bike frame. There is no list of ingredients on the bottle, but it does have a warning if you get it in your eyes or such. I think you will need to ask the company to get specifics. That is, if they will tell you.

Is this stuff good? should i use this or turtle car wax? (The turtle wax is much cheaper but if this stuff is good than i may have to get this)

There are loads of vehicle polish sprays for much cheaper. Always do a two stage. Clean then add protectant.

Would this be good for spin bike flywheel?

I'm not sure. I use it on the frame of my bike to make it shiny and clean. It makes the surfaces VERY smooth and slick without any greasy-ness.
